You are based in Fort Pierce. How does that work for a Tallahassee matter?
As a planned assignment rather than an on-call presence. Tallahassee is a long drive from our office, so Leon County work is scheduled in concentrated blocks with the records and preparatory work completed before anyone travels. Background investigations, skip tracing and records work are unaffected by distance entirely. Sustained surveillance needs lead time, and if your matter cannot accommodate that we will say so rather than take the instruction and underdeliver.
Where would a Leon County case be heard?
Leon anchors Florida's Second Judicial Circuit, which also covers Franklin, Gadsden, Jefferson, Liberty and Wakulla counties. State matters are heard at the Leon County Courthouse on South Monroe Street in downtown Tallahassee. The federal courthouse for the Northern District of Florida also sits in Tallahassee, so a Leon County matter can be in either system — worth establishing early, because the procedures differ substantially.
My matter involves someone who works in state government. Is that a problem?
It is a reason to be careful, not a reason to decline. Tallahassee's professional population is concentrated in state agencies, the legislature, lobbying firms and the universities, and it is a smaller world than its population suggests. We work these matters with tighter information handling than usual and we do not discuss a client's business with anyone who is not a party to it. We also do not do anything unlawful to obtain information, which in a capital city is a practical protection as much as an ethical one.
Can you conduct surveillance on the canopy roads and in older neighbourhoods?
With planning. Tallahassee's canopy roads and established neighbourhoods like Betton Hills and Myers Park are narrow, quiet and low-traffic, which is close to the worst possible environment for discreet vehicle surveillance — there is nothing to blend into and a stationary car is obvious. Newer areas such as Killearn, Bradfordville and SouthWood are more workable. We will tell you at the consultation which category an address falls into before you commit to hours.
Does the legislative session change anything?
It changes the population. During session the city takes on a large temporary professional population, hotel occupancy rises and downtown activity intensifies. For some matters that provides useful cover; for others it means a subject's routine bears no resemblance to their ordinary one. If your matter falls in that window it is worth mentioning, because it affects when coverage is worth buying.
